Smyrna Police are seeking Joseph Royce Coughlin of Lawrenceville on charges of misconduct wrong control of a 911 call.

According to a detain warrant, Coughlin called 911 secretly identifying himself as Donovan James. Police contend Coughlin told a 911 communications officer a “violent rapist with transgression warrants” was during a CVS Pharmacy located during 2994 Atlanta Road, Smyrna.
